Before you buy the land

Is Your Palm Bay Lot Buildable? Six Things To Check

Most of Palm Bay's residential land was platted as Port Malabar in the 1960s and 70s and sold in quarter acre pieces, often to buyers who never saw it. The city grew up around some of those lots and never reached others. Two parcels on the same street can carry very different costs, and a few can't be permitted at all yet. Here's what decides it — and who to call.

  • Water and sewer, or well and septic

Some Palm Bay lots have city water and sewer at the street. Others need a drilled well, a septic system, or both. It changes your budget and your site plan, and a septic permit has to be obtainable before the build can proceed.

Ask: City of Palm Bay Utilities for a water and sewer availability request (scattered lot). Septic and well: Environmental Health Services.
  • Road access and whether it's paved

Plenty of platted lots front unpaved roads, and some sit on rights of way the city hasn't opened. Access has to be legal and usable before trucks and inspectors can reach the site.

Ask: Palm Bay Land Development about the road status for the parcel.
  • Flood zone designation

If the parcel carries any flood zone other than X or X500, a floodplain permit is required before the building permit, and the finished floor elevation has to be set accordingly. That means fill, and fill is a real line item.

Ask: Palm Bay Land Development for the floodplain requirement on your parcel.
  • Deed restrictions and minimum home size

Palm Bay has no HOA on most lots, but many Port Malabar units carry recorded deed restrictions setting a minimum square footage under air — commonly somewhere between 1,200 and 1,600 sq ft — and barring manufactured homes. Read the restrictions for your unit and block.

Check: the recorded plat restrictions for your Port Malabar unit.
  • Clearing, fill and site prep

A wooded lot needs a tree clearing site work permit before anything comes down, and low lots need fill to build up the pad. A cleared, high, dry lot can cost meaningfully less to prepare than the one next door.

Ask: Palm Bay Land Development about the tree clearing site work permit.
  • Zoning, setbacks and lot dimensions

The lot has to meet current minimum size and setback standards, and existing wells or septic systems within 75 feet of a property line can affect what's possible. A 1970s plat doesn't guarantee a 2020s permit.

Ask: Palm Bay Growth Management before you close on the land.

City departments and requirements change. Confirm current contacts and rules with the City of Palm Bay before relying on any of this, and never close on a lot without written answers.

Where the money actually goes

What Makes One Palm Bay Lot Cost More To Build On Than Another

Two identical houses on two identical looking quarter acre lots can land at different numbers, and the difference is almost always in the ground, not the house. These are the variables we price before anything is signed.

Built right, or it's on us

The LINO Build Standard

These are the standards every LINO home is held to, in Palm Bay and everywhere else we build. Hold your next builder to the same four.

  • Level, Plumb & Square, Checked Before Drywall

Straight walls and level windows aren't extras. Every frame is checked level, plumb, and square before drywall closes anything in. Bring your own level to a walkthrough. We mean that.

  • The Plans You Sign Are The Plans We Build

Every change goes through a written change order you approve, and see priced, before work continues. If anything is built off plan without one, making it right is on us, not on you.

  • A Real Timeline, Not A Rushed One

Quality dies when builds are rushed to hit a quota. We schedule around the work itself, inspections, cure times, trade sequencing, and give you an honest timeline up front.

  • Your Price In Writing Before We Break Ground

Scope, selections, and price go into your contract before construction starts. That keeps our interests and yours pointed at the same thing: your home, built right.

Before you choose

Palm Bay Home Building Questions, Answered

How do I know if my Palm Bay lot is buildable?

Six things decide it: whether city water and sewer are available or you need a well and septic, whether the road is paved and legally open, the flood zone designation, the recorded deed restrictions for your Port Malabar unit, what clearing and fill the site needs, and whether the lot meets current zoning, setback and minimum size standards. Confirm each with the City of Palm Bay before you close on land, or send us the parcel number and we'll walk it with you.

Do Palm Bay lots need a well and septic?

Some do, some don't. Central water and sewer reach much of the developed part of the city, while many outlying platted lots require a drilled well and a septic system. You'll want a water and sewer availability determination from the city for the specific parcel, and confirmation from Environmental Health Services that a septic permit can be obtained.

Is there an HOA in Palm Bay?

Most Palm Bay lots have no HOA, which is a large part of the appeal. What many do have are recorded deed restrictions from the original plat, commonly setting a minimum square footage under air and prohibiting manufactured homes. No monthly dues, but real rules — read them before you buy.

What is Port Malabar?

Port Malabar is the name of the original subdivision plats that make up much of Palm Bay, laid out in the 1960s and 70s and sold in quarter acre parcels. Lot legal descriptions still read as Port Malabar unit, block and lot numbers. It's why Palm Bay has so much scattered vacant land, and why lot by lot due diligence matters so much here.

How much does it cost to build a house in Palm Bay?

The house is only part of it. Utilities, road access, flood elevation and fill, clearing, and any minimum size restriction all move the number, which is why an honest builder gives you a range before seeing the site and a firm price after. What we commit to is that scope, selections and price go into your contract in writing before construction starts.

How do I verify LINO Homes is licensed?

Search license CBC1266870 on the Florida DBPR portal. You can also visit the office at 620 E New Haven Ave, Unit 101, Melbourne, about fifteen minutes north of Palm Bay, Monday through Friday, 9:00 am to 5:00 pm, and read our public Google reviews.

How should I compare builders in Palm Bay?

Ask every builder for four things in writing: their license number, their warranty, their change order policy, and where to read their public reviews. On a scattered lot, ask a fifth: will you assess my parcel before I sign anything. A builder who won't look at the ground first is guessing.
