Most of Palm Bay's residential land was platted as Port Malabar in the 1960s and 70s and sold in quarter acre pieces, often to buyers who never saw it. The city grew up around some of those lots and never reached others. Two parcels on the same street can carry very different costs, and a few can't be permitted at all yet. Here's what decides it — and who to call.
Some Palm Bay lots have city water and sewer at the street. Others need a drilled well, a septic system, or both. It changes your budget and your site plan, and a septic permit has to be obtainable before the build can proceed.

Before you choose
Six things decide it: whether city water and sewer are available or you need a well and septic, whether the road is paved and legally open, the flood zone designation, the recorded deed restrictions for your Port Malabar unit, what clearing and fill the site needs, and whether the lot meets current zoning, setback and minimum size standards. Confirm each with the City of Palm Bay before you close on land, or send us the parcel number and we'll walk it with you.
Some do, some don't. Central water and sewer reach much of the developed part of the city, while many outlying platted lots require a drilled well and a septic system. You'll want a water and sewer availability determination from the city for the specific parcel, and confirmation from Environmental Health Services that a septic permit can be obtained.

The house is only part of it. Utilities, road access, flood elevation and fill, clearing, and any minimum size restriction all move the number, which is why an honest builder gives you a range before seeing the site and a firm price after.
