Two permitting worlds
A Cocoa address does not tell you who has jurisdiction. Parcels inside the city limits are permitted by the City of Cocoa, while Canaveral Groves, Port St John and other nearby areas are unincorporated Brevard County. Different departments, different codes, different utility answers. This is the first thing to establish, and it is the thing most often assumed wrong.
Find out in writing whether the parcel is inside the City of Cocoa or in unincorporated Brevard County. It determines which building department reviews your plans, which zoning code applies, and which fee schedule you are on. Everything downstream depends on this answer.
Parcels in the developed city core generally have central water and sewer available. Larger lots in Canaveral Groves and parts of Port St John commonly need a private well and an onsite septic system. Request availability for the specific parcel rather than judging by the neighbours.
Near Cocoa Village and the older residential grid, there can be additional review over exterior design, materials and compatibility with surrounding homes. Establish whether your parcel carries that before you design, not after.
The urban grid has small platted lots where setbacks and lot coverage govern the house size. West of the city, larger parcels raise questions about frontage, driveway length and flood zone instead. Both are answerable up front.
Codes, fees and departmental requirements change. Confirm anything above with the relevant building department before you rely on it, and never close on land without written answers.
